The EPA's finding that greenhouse gases threaten public health and well-being is based upon years of work by America's leading scientists and public health experts.  Limiting EPA's authority to enforce the Clean Air Act would increase our dependence on oil, set a dangerous precedent that would undermine EPA's ability to protect children and families from pollution, jeopardize clean energy jobs across the country, and stall efforts to build a clean energy economy.

Please know that I will keep working to uphold the Clean Air Act and fully support EPA as it takes necessary action to reduce the dangerous carbon pollution that causes climate change.  I will also continue my efforts to curb greenhouse gas emissions, promote clean energy, and create millions of new jobs.

Article 1 Section 5 of the United States Constitution provides that each House "SHALL MAKE RULES OF ITS PROCEEDINGS...."

Since September 17, 1789, upon the "Ratification" of The U. S. Constitution, both the U. S. House of Representatives, and the U. S. Senate have VESTED THEIR POLICY AND APPROPRIATIONS COMMITTEES WITH THE "POWERS OF THE PURSE." The Budget Control Act of 2011 makes a "mockery" of the above "PROCEEDINGS RULE" THEREFORE, IN PART, IS  UNCONSTITUTIONAL

Article 5 of the U. S. Constitution mandates two thirds(2/3) vote of both the U. S. House of Representatives and the U. S. Senate and/or three quarters (3/4)  of the States to ratify Constitutional Admendments.

The Budget Control Act of 2011 does not satisfy the above requirement to amend the U. S. Constitution with the introduction of the ad hoc Joint Committee on the Deficit, and the White House Automatic Across the Boards Spending Cuts, and, thereby, are NULL AND VOID!!!

The California Air Resources Board estimates that gasoline engines' auto exhaust pipes contribute an estimated 40% of the CO2 emissions in California, and power plants contribute an estimated 60%,which are dangers to the PUBLIC HEALTH.  Fully electric cars contribute zero CO2 emissions.  Therefore, in a relatively short time from now autos with the Ovshinsky EV-1 NiMH auto battery motor  would reduce CO2 emissions by an estimated 40%.
The California Air Resources Board(CARB) needs to be mandated by the U.S. EPA to reinstate its suspended Zero Emissions regulation, effective immediately.

Kudos to the California Legislature and Gov Brown for enactment into law a deadline for power plants to convert 1/3 of their electric power to renewable energy SOURCES by 2020!

This proposal for federal, state and local budget purposes includes collecting the worldwide 20% licensing/royalties fees ($5,000.00) for the sale of the Ovshinsky NiMH batteries, which would roughly cost  automakers $25,000.00 (The Government would collect an estimated $5,000.00 in Royalties per battery) and the battery would sell retail an estimated $25,000.00 plus and could bring possibly multi $billions of dollars for federal, state and local government Budget purposes in the long run, which would  enhance revenues  and offset the loss in revenues from the Federal, State and Local Highway Users Gasoline Tax Fund, but would increase the States' DMV subventions from vehicle registration and renewal of license plate sticker fees, which are the largest State Budget subventions for Local Governments.

NASA ORBITING SATELLITES WITH LASERS VS INCOMING ASTEROIDS AND COMETS

It pleases me to announce that I am responsible for converting NASA's Star Wars program (former President Reagan's SDI program) that was defunded.

As you know, said program in its original form was a series of satellites orbiting high above the earth designed to shoot down incoming soviet missiles with laser beams. 

I recommended to my Congressman, Jerry Lewis, chairman of the House Appropriations Committee to restore this budget item and convert it to an Anti-Near Earth Object Program (ANEOP) to deflect incoming asteroids and comets with laser beams.  This was done on my recommendation!

As you may recall, a very large asteroid, Apophis, is due to come near the earth in 2029, and possibly smash into the earth in 2035, which would be armageddon!

However, thanks to my initiative, we have the ability to deflect it with the ANEOP.
